No car, no job?

Why is having a driver's license so important in Barcelona and the surrounding area?

Just today I couldn't apply for seven simple jobs that matched my profile because I didn't have a car.
Why is a car necessary to get to work in an area with public transportation?

Perhaps a library card is essential for work, and could become a must in a job description. That's something I certainly consider necessary in this problematic area.
